The purpose of outlook articles is to encourage authors to look beyond the past and present. For instance, authors may examine the potential impacts of Internet 2 on the design and delivery of electronic services in the future. Articles in the outlook category might examine likely impacts of new tools and technologies, explore emerging trends, provide overviews of market segments, make predictions, forecast changes in the way services are offered and priced, challenge conventional wisdom, or analyze structural shifts in society. By their very nature, outlook articles rely on logical arguments and informed opinions. Experts in e-business and e-government, researchers with an eye to the future, or practitioners dissatisfied with the status quo are all candidates for writing an outlook article. Outlook articles should not exceed 40 typed, double-spaced pages including references and attachments. Pages should be numbered and follow the format below:
